Mr. Hoang Duc Thao, Chairman cum CEO of Ba Ria - Vung Tau Urban Sewerage and Development Ltd. Company (Busadco) is a special man. In 2011, he was honoured to recieve the title of Labor Hero in the renovation period. Two years later, the noble title was awarded to his company.

Mr. Hoang Duc Thao is a son of the motherland Vu Thang Commune, Kien Xuong (Thai Binh) - a commune awarded hero title twice. Finished at the Technical Worker Training School (The Ministry Of Construction), this Northern guy came to Ha Tien cement plant to work there when it was building.

For 30 years, from a worker, he has not stopped his effort in learning, striving to become a manager, excellent scientist, and an exemplary citizen. At the position of a Chairman cum General Director of Busadco, for over 10 years, he and his colleagues have brought the company from virtually nil to become an outstanding enterprise, leading in the nationwide about the productivity, quality, efficiency, contributing to the socio-economic development of the province and the country, especially in the field of urban drainage.

Specifically, the starting point is a worker, he was studying, working time and managing the business in parallel with researching, he was not a professional scientist, he didn’t use the state budget for scientific research and he didn’t receive the salary for it, but Mr. Hoang Duc Thao was brave to be the pioneer in creating and innovating in science - technology.

He is the author of 19 scientific works, creates new technology with 19 scientific – technological products. His scientific – technological products were issued 14 patents and utility solutions by the Ministry of Science and Technology, were awarded 4 Gold Cups Techmart ASEAN + 3 by the world scientific organizations, were issued 4 certificates of appropriated technology and allowed to apply nationwide and export by the Ministry of Construction; 16 certificates of standard products were issued by the Standard – Measurement - Quality Agency; 5 certificates of labour creation were given by Vietnam General Confederation of Labour.... Busadco products were highly evaluated, awarded noble prizes by many local and foreign prestigious scientific and profession organizations

The result of his scientific and technological research and application has brought great socio-economic and environmental efficiency for the Company and Ba Ria – Vung Tau Province. This intellectual source has brought the practical effect. 85% of Busadco revenue was generated from Busadco scientific - technological products, it helps the company develop incessantly for 10 years despite the domestic and international economic situation is slowdown.

Moreover, these scientific - technological products were and have been applying widely in 48/63 provinces and cities in the country, in which, there were 12 provinces and cities issued the regulation of applying Busadco technological products. At the same time, Busadco technology was also exported to Malaysia, it contributed to create the image, scientific - technological brand of Vietnam in the international arena.

He is also the first Vietnamese set 03 scientific and technological records in Vietnam: The first citizen of Ba Ria - Vung Tau province who won Vietnam scientific- technological and creative prize (VIFOTEC), the Vietnamese who owned the most awarded projects in field of creations (VIFOTEC) and the first Vietnamese won the most prizes of international scientific and technological creation organizations in the world.

He is an exemplary citizen, an example for the youth. On any positions, duties and tasks, he is always wholeheartedly determined, devoted to try his best overcoming difficulties, he dares to confront and takes responsibility for all challenges, such as dealing with the environmental problems, with unexpected events and unforeseen disasters like storms, floods, high tides... He also dares to accept failure when being engaged in scientific research and experiment. He himself admitted: "I am so passionate for work that hardly have I slept well at night and had a complete meal yet".

He is also exemplary pioneer of fighting corruption, negatives, loss and waste by taking drastic measures as promulgating regulations, norms of purchasing, spending ... and he regularly monitors and supervises the implementation of these regulations at the company.

Moreover, he successfully completed the tasks of being a Delegate of Provincial People's Council, a Chairman of Southern Drainage Branch, Vice Chairman of Vietnam Water Supply and Sewerage Association (VWSA), member of Vietnam Chamber of Commerce and Industry (VCCI), Standing Member of Construction Association, member of Water and Environment Association, Vietnam Bridge and Road Association, Union of Ba Ria - Vung Tau Science - Technology Association...

He is bearing the image of national young generation in innovation period with willpower, energy and rising aspiration.

But only after 12 years, Busadco has risen to become the leading business of the country in the field of sewerage and urban development with fixed assets of over 664 billion VND and current assets of 285 billion VND - being the frist scienctific and technological business of the country.

Busadco also expanded investment in building many technological plants in the whole country, such as in the North has the plant in Dong Anh - Hanoi and Kien Xuong – Thai Binh; in the North Central of Viet Nam has a plant in Vinh City - Nghe An; in the South Central of Viet Nam has a plant in Nha Trang City; in the Southeast and Ho Chi Minh City have plants in Ba Ria and Vung Tau Cities ...

Especially, in the long term, many businesses falling into the state of standstill, at a loss, even bankruptcy, Busadco has continued maintaining the high growth rate. In two consecutive years, it was rated as one of the 500 most growth enterprises of Vietnam by Vietnam Report; Ministry of Construction, Ministry of Science and Technology evaluated Busadco is the pioneering business in urban drainage.

If taken 2014 in comparison with 2004, we can clearly see the chart of strong growth of the Company. For example, the charter capital was increased more than 5 times; the revenue was increased more than 34 times; the profit was increased 13 times; budget remittance was increased 360 times; the labor was increased 7.5 times; the average income was increased 2.5 times. Every year, profit margin on capital was reached over 20%.

Besides the preservation and development of capital, the Company has no backlog goods, no debt to the State budget, no credit debt. Busadco increases employment and protects the labor rights; the company also fulfills all its financial obligations to the state; being transparent, democratic and publicy in all aspects of operation, it has been rating A in finance for 10 years by the Provincial People's Committees.

The outstanding and particularly achievement of Busadco is being succeeded in research and applications of science - technology innovations with more than 30 scientific works and utility solutions. They created new technologies. It is the successful research and application of 3 scientific works with 3 environmental protection products, they are the sewer cleaning winch machine, vibration technology applied in producing reinforced concrete products with thin walls and tidal gates for regulating, diluting and scouring contaminated water bodies to reduce environmental pollution in the canals and "dead" lakes. It is the successful research and application of system of urban sewage treatment, on-site treament system for wastewater from hotels and restaurants and seafood processing facilities...And the successful research and application of establishing technological plants manufacturing precast reinforced concrete components...

The company won the “Best in Class” Award of Global Performance Excellence Award (GPEA), become the only enterprise of Vietnam won the International Quality Award of GPEA. The above results contributed significantly to the improvement of the urban environment of Ba Ria - Vung Tau province as to 50 provinces and cities of the country, to meet the requirements of sustainable development of society; contributing to making Vung Tau to become one of the greenest, cleanest and most beautiful tourism city of Vietnam.

In recent years, Busadco has continued to invent new and unique products to serve the farmers, agriculture and rural areas such as septic tanks, rural roads and the system of canals, ditches ... and those products are applied in many provinces, making the rural environment is cleaner, limiting the landslide, erosion of dikes, canals, ditches ... controlling radically the waste discharge sources, preventing many diseases spread. From there, it contributes to develop a sustainable and modern rural area.
