Article 2: Being determined to prevent the flood situation

Recently, Ba Ria – Vung Tau Urban Sewerage and Development Company (Busadco) is urgently directing the subordinate units to try their best to minimize the flooded places before the rainy season; and all solutions is ready for ensuring the fastest drainage. The company is determined to prevent the prolonged flood situation from occurring.

Prevent flooding on a large scale

Ba Ria – Vung Tau province has invested hundreds of billions of VND to construct many new drainage pipelines. The effect of these pipelines has been improved in the flooding prevention and environmental pollution overcoming such as: the drainage pipeline of Ba Cu - Truong Cong Dinh - Bau Sen 3; the drainage pipeline of Phan Chu Trinh – A Chau Lake, the replacement project of odor control manholes.... Besides, the construction of series of other drainage projects has also been and will be deployed such as: Vung Tau wastewater collection, treatment and drainage project (French ODA); the project on replacing Bau Sen - Bau Trung - Rach Ba - Cua Lap channels, the drainage pipeline on Thuy Van street with the section from Hoang Hoa Tham street to Phan Chu Trinh street, the drainage pipeline at the foot of Big Mountain...

In order to actively prevent flood and environmental pollution on a large scale, Busadco has implemented many urgent tasks such as: Surveying and establishing a map of existing drainage system in the area to control and supervise every course of flood and environmental pollution; Carrying out the adjustment of the planning for drainage system in urban areas, the preparation of the planning for a centralized drainage system of industrial and handicraft complexes; Maintaining the inspection in the pile system at the inlets, outlets, system of regulation lakes as well as main drainage channels, ditches and tidal sluice-gate to control and regulate the water level for flood prevention; dredging, clearing the drainage systems of ponds, channels and ditches; appointing 100% of staff to be on duties when it rains heavily.

Mr. Hoang Duc Thao, General Director of Busadco confirms that the possibility of widespread flooding in Vung Tau city is very rare; however, the risk cannot be eliminated completely. The subjectiveness coinciding with objective reason can lead to flooding, for example: controlling the drainage system is not very good, it blocks the flow on the main drainage pipeline. Or the negative control of water level in regulation lakes makes the outlets be flooded and the lakes have no effect on regulation and caused flooding when long and heavy rains. Thus, we always remind the technical staffs, workers to well control the water level in the tidal regulation sluice, regulation lake, main diversion channels and timely update the information of weather forecasts, the water level of high tide and ebb tide every hour - emphasized by Mr. Thao.

According to Mr. Thao, in case of force majeure out of preparation, prevention of flooding when the being high tide at the same time with heavy rain or damaged incidents of tidal regulation sluice, dikes, the tidal sluice, Busadco will solve the problems according to the most special condition (using the established pioneering team of flooding prevention), and use anti-flooding pumps.

Tackling each “blocked place”

In addition to the above solutions, Busadco also gives out the drainage solutions for places with the risk of flooding in Vung Tau City. Namely, for the area of Xo Viet Nghe Tinh Street, Busadco submitted the document to the People's Committee of Vung Tau City for consideration to the additional investment and construction of a new drainage system for uninvested sections in Xo Viet Nghe Tinh Street. The purpose is to synchronize the technical infrastructure and solve the domestic drainage problem for households, to collect rainwater and avoid repeated constructions and excavations affecting the road and pavement structure. For the area in front of the office of the People's Committee of Ward 10 and Quarter 2 (alley No.780 to No.710 Binh Gia), Busadco connected 37 meters of D400 pipe into the manhole in front of the office of the People's Committee Ward 10; carried out connecting 18 meters of D400 pipe at the alley No.780/8/52B Binh Gia into the main channel.

In the area of Do Luong pipeline in front of the house No.78, in recent days, Busadco’s workers have dredged, cleared the drainage pipeline to solve flooding in private houses when it rains heavily. And from No Trang Long Street to Dong Xuyen Industrial Zone, Busadco has also made a plan for arranging workers to regularly collect rubbish at the wastewater collection manhole at the alley No.484 and alley No.492 on the 30/4 street when it rains; Busadco often checks and dredges at both alleys. On the 30/4 street with the section from the house No.921 to house No.945 and the way entering Cat Lo port is also one of the places with a risk of flooding. Therefore, the immediate solution is that Busadco takes advantage of the old D400 pipeline entering Cat Lo market for temporary dredging to discharge water into Dinh River. For long term, it waits for the 30/4 street is constructed, then the drainage system will be built accordingly.

For the pipeline on Quang Trung - Ha Long - Truong Cong Dinh streets, before the rainy season comes, Busadco deployes to dredge and clear Quang Trung pipeline, the outlets into the Front Beach. When it rains, the workers shall collect rubbish on the surface of inlets at the crossroad. In the area of the alley No.240 on Nguyen Huu Canh, the temporary solution to solve flooding is that Busadco opens more collection pits and installs 5 meters of DN400 pipe to connect into DN600 pipe at No.94A Tien Cang Street.

Currently, Busadco has managed and operated the drainage system in the urban areas in the province with the total length of nearly 10,000 km of all kinds of sewers, including 320 km in Vung Tau, 200 km in Ba Ria, the remains in Long Dien, Tan Thanh, Chau Duc, Xuyen Moc and Dat Do Districts. Besides, Busadco has also managed 02 tidal regulation sluices, 10 tidal interceptor sluice gates, 6 equalization lakes and 193 outlets with the total area of​ over 150 hectares. Up to now, Busadco has basically tackled all the existing local flooding places in the urban areas for many years as well as frequently handled and prevented arising flooding places. The great success achieved by Busadco is: preventing wastewater discharged directly into the beaches and tourist resorts; Conveying wastewater out of central areas, tourist resorts, public and populated areas into the centralized sewer system; synchronously implementing the wastewater collection and convey into the treatment system; Control the odor inside sewers by installing the new system for rain water collection and odor control.
