Recently, with the support of Ba Ria - Vung Tau Urban Sewerage and Development Company (BUSADCO), an event of Vietnam – German cooperation was taken place in Vung Tau City in order to connect, improve the competence of water sector in Vietnam and the establishment of Vietnamese Water Competence Development Centre in Vung Tau City. This cooperation contributes to supporting Ba Ria - Vung Tau Province in particular and the country in general in improving the water quality and competence of water sector in Vietnam.

Fast development of water supply and sewerage system

Currently, there are 770 big and small cities including about 100 urban areas being major socioeconomic of the regions. By 2014, the urbanization rate of the country accounted for 33-34%, leading to the rapid growth rate of urban population. It is forecasted that the population of the whole country living in the urban areas will be 35 million people, accounting for 38% of the national population in 2015. The fast growth rate of urban population creates a high pressure for the system of urban technical infrastructure, including water supply and sewerage as well as environmental protection. In the whole country, there are currently 86 water supply enterprises in urban areas, about 500 large and small water supply systems with a total capacity of 6.9 million m3/day; the proportion of urban population supplied water through the centralized water supply system reaches 79-80%; the average rate of wastage and loss is 25-26%; the use of domestic water is 105 liters /person/day.

In the condition of limited budget, Vietnamese Government has been interested in developing the water supply systems in order to meet living and production demands in urban areas through the ODA programs of the World Bank, Asian Development Bank and partner countries. The Ministry of Construction also established the Management Units of the urban water supply and sewerage projects in the country. The provinces established the Project Steering Committees to develop training processes for managers, technical staff; published technical documents, standards, technical regulations and training programs as well as workshops to enhance the capacity in establishing, managing and operating the water sector. Until now, all the big water plants in Vietnam have been renovated, expanded and constructed with such advanced techniques that they can meet the water using demand in both quantity and quality.

Improving the competence of water sector

In 2011, the water experts in the Federal Republic of Germany organized a survey team on the training demand for wastewater treatment in Vietnam and found that the training demand for the resources in Vietnam is very considerable and huge. Through this survey result, the German Government expected to support the training program of wastewater treatment in Vietnam with an amount of about 1.5 million Euros under two main forms, including: financial support for a long time and systemic consulting cooperation, training of trainer team. In October 2012, German Water Partnership (GWP), Vietnam Water Supply and Sewerage Association (VWSA) and BUSADCO signed a trilateral cooperation agreement on the establishment of a Vietnamese Water Competence Development Centre. For 3 years, all parties involved have not stopped their efforts to organize dozens of surveys, workshops for assessing the competence of water sector in Vietnam to soon establish a development center specializing in water sector in Viet Nam.

Mr. Nguyen Hong Linh, the Alternate Member of the Party’s Central Committee, the Provincial Party Committee Secretary assessed: “the establishment of a Vietnamese Water Competence Development Centre will continue to promote intensive activities, open great opportunities for both countries in water sector development. Especially, for Vietnam, a country has been facing with significant challenges in the protection and development of water resources, climate change, the establishment of this center will also fast improve the target of improving the status of water sector for enterprises and management agencies in Vietnam, especially in Ba Ria – Vung Tau province. BUSADCO is completely capable to meet the requirements for the most successful and effective implementation in the deployment of assigned tasks because BUSADCO not only have obtained the achievements in drainage, environmental sanitation but also had an abundant capacity of scientific and technological innovation, research and development of scientific themes. As the responsibility of local government, provincial leaders will continue to support and facilitate BUSADCO and their partners to complete all necessary administrative and legal procedures in order to hasten the development as well as the expansion of Vietnamese Water Competence Development Centre in Vung Tau"- Mr. Nguyen Hong Linh emphasized.
