The door is opening widely for a new method. It was an article title written 2 years ago by a reputable reporter when discussing about scientific & technological businesses (S&T Business). Then "The door is opening widely for a new method!" was taken as a theme for a seminar of S&T businesses.

What was happened? What is the real situation of S&T Businesses? In Vietnam, a S&T Business associates with the concept of “technological nursery”, which has cultivated S&T businesses for more than ten years in the context when our country has been integrating in an increasingly wide and deep way into the world economy.

The Ministry of Science & Technology has planned and presided over programs, goals of the establishment, construction and development of S&T businesses, technological nursery. Local research institutes, universities, science and technology departments are the organizations implementing the model of technological nursery. They are “midwifes” for the development of S&T businesses. The Party and Government have issued incentive guidelines, policies, decisions in order to encourage, support the establishment and development of S&T businesses; mobilized social resources to develop the S&T businesses. Its destination/result/purpose is to create favorable conditions for the development and application of the results/achievements of scientific researches and technological developments into production and business; to make the content of intelligence and gray matter into goods considerably high. For these results, promoting the commercialization of goods will be the result of scientific and technological activities, development of scientific and technological markets, positive contribution as well as promotion of the rapid and sustainable development of the social economy of the country. The industrialization and modernization of the country always require great development of science and technology. The science and technology decides the sustainable development and prosperity of a country.

It is nothing to argue about the evident of the process of wide and deep integration into the world economy in the context of the outburst and rapid development of science and technology in all countries. However, in the recent years, the formation/establishment and development of S&T businesses as well as implementation of the technology nursery models have not been as expected. In the big areas, the centers – developing pioneers of the country such as Ha Noi, Ho Chi Minh City, there have not been many S&T businesses that methodically and effectively operate; some S&T businesses have faced many difficulties and even accept to cease trading after establishment and development. So, there is a simile/comparison parlance: “The door is opening widely for a new method (!)” comes from such a difficult situation; the quantity of established S&T Businesses is few and operational quality is bad. The goal for the next 5 years, from 2016 – 2010, 3,000 of S&T businesses will be established and developed and technological nurseries will be developed according to the direction/orientation effectively and be really effective to promote the application of science and technology in production and business in the country. In fact, in order to reach the goal, there is necessary to have a drastic pursuit and struggle from all levels of government, industries as well as all scientists and businesses.

In the context of such common background and situation, in Ba Ria - Vung Tau province, Ba Ria – Vung Tau Urban Sewerage and Development One Member Limited Company (BUSADCO) has been a pioneering scientific and technological enterprise with the professional and effective development. Since the date of establishment, BUSADCO has been a public enterprise which invests and operates drainage systems at urban areas in the province with an allocated capital of 10 billion VND and 32 employees, mainly unskilled workers.

Today, after more than 10 years of establishment, BUSADCO has become the first Scientific and Technological business of Vietnam in construction industry with a total of 50 research projects. National Office of Intellectual Property of Vietnam has issued 18 Patents for Invention and Useful Solution, 22 decisions on valid applications; 42 industrial designs. BUSADCO’s products have been consumed in Laos and Malaysia as well as in 42/63 provinces and cities all over the country with 821 application contracts. BUSADCO has owned 8 plants of manufacturing precast reinforced concrete with thin walls applied in technical infrastructure in urban and rural areas, environmental protection as well as response to climate changes all over 3 regions of the country. BUSADCO won many scientific and technological titles and awards at home and abroad, scientific and technological products with high applicability, great efficiency. In 2015, BUSADCO had a turnover of 350 billion VND; 2,000 employees including 300 masters, engineers working all over the country. Busadco labor collective and Mr. Hoang Duc Thao – Chairman cum General Director were awarded the title of Labor Hero.

The project complex “Comprehensive construction of technical infrastructure in urban and rural areas, environmental protection, disaster prevention as well as response to climate changes” of Dr. Hoang Duc Thao, Chairman cum General Director of BUSADCO is a value of particularly outstanding scientific and technological achievements which was proposed for being commended and rewarded Ho Chi Minh award for science and technology in 2016 by the Government. To achieve these current achievements, BUSADCO overcame a lot of difficulties and challenges under the guidance, valuable assistance as well as support of local authorities, professional leaders, scientists and customers.

For BUSADCO, the door is opening widely for a new method! In the life, nothing is impossible, if you have the will, courage, determination, creation passion and dedication. There have been much difficulties and challenges in daily work and life. BUSADCO’s greatest lesson is not to shrink from difficulties, not to lose heart with hardships; is an extraordinary effort, a desire to go to the new, science passion, dedication and animation of a unit that everyone also gives themselves to their work. A captain who is on the ship going out to sea with his burning creative passion is always steadfast, steers in a steady hands so that no storm can deter.
